Mrs.
Clark-Rowley, who worked for ten years as a state Counsel in the
Attorney
General's Department prior to being recruited to the firm, has
specialist
knowledge of and training in international financial transactions
as well
as knowledge of the work of multilateral development institutions.
This
includes the InterAmerican Development Bank. This attorney will
play
a principal role, liaising with the Senior Partner and Ms. Jo-Anne
Julien, Partner responsible for the day to day output of bank security
documents,
in servicing private sector clients who may be referred to the firm
by the
Inter-American Development Bank. Mrs.
Clark-Rowley has worked on the vetting of loan and guarantee
agreements,
drafting and vetting of contracts pertaining to the divestment of
certain
State enterprises, such as Fertilizers of Trinidad and Tobago
Limited and Trinidad
and Tobago Urea Company consultancy contracts funded by the
Inter-American
Development Bank, the European Economic Commission, the World Bank
and Aid
Agreements with the said European Economic Commission. She has
participated in the Government Legal Adviser's Course at the
Institute of Advanced Legal Studies, University of London, covering
courses on
International Trade and Investment, Private and Public Financing,
International Arbitration and Construction and Commercial
Contracts. Some
of her past work included: Loan Agreement between
the Government of Trinidad and Tobago and the International Bank
for
Reconstruction & Development.Preparation of Building,
Engineering and Construction/Consultancy Contracts for Secondary
Schools (IDB funded) and Highway Construction. Preparation of Consultancy Contracts for IDB funded projects (Housing) - Bon Air West, Southern Gardens, Harmony Hall, Caroni Village, Glenroy Gardens. Vetting of Aid Agreement between Ministry of Finance and European Economic Commission and accompanying negotiations. Preparation of Consultancy Contracts (IDB, World Bank) Familiarity with IDB's Guidelines for Procurement under IDB Loans; its Guidelines for preparation of Terms of Reference (Pre-Investment Programme), its terms and conditions in Consultancy Contracts. |
