Mr.
Daly S.C. is one of Trinidad and Tobago's most prominent attorneys
and has gained widespread
recognition as a Senior Counsel, legislator and banking,
commercial and labour law expert. He is a member of Essex Court Chambers
of 24 Lincoln's Inn Fields, London WC2A 3ED, headed by Mr. Gordon
Pollock Q.C.. These are a
leading set of Commercial Chambers. In 1980 Mr. Daly
served as a temporary High Court Judge under the temporary judges
scheme and served as an Independent Senator in the Parliament of Trinidad
and Tobago. Our
firm jointly with another
firm was retained to advise all of the banks in
Trinidad and Tobago on the new Financial Institutions Act of 1993.
Mr. Daly S.C. led the firm in
the exercise which required full analysis of the
draft legislation, advice to the banks on its implications and
preparation and presentation
to the Ministry of Finance of a detailed position paper,
comments and recommendation of the banks on the legislation.
Approximately fifty percent
of Mr. Daly's professional time is now spent on advisory and
drafting work in the financial services sector. He has also
participated in bank
acquisitions and takeovers as Counsel and strategist. His
appointment as a Senator in the Parliament
of Trinidad and Tobago carried no affiliation
to any political organization. It was made under section 40 of the
Constitution of Trinidad and Tobago by the President of the
Republic of Trinidad and
Tobago who appoints nine Senators in his own discretion
"from outstanding persons from economic or social or community
organizations and other major fields of endeavour". See
section 40(2) (c) of the
Constitution of Trinidad and
Tobago. Traditionally, Presidents have always appointed a lawyer as one of the nine Independent Senators. Mr. Daly was one of the latest attorneys to occupy the traditional "legal seat" in the Senate, his immediate two predecessors also having been Senior Counsel. In this office Mr. Daly was expected to scrutinize and debate all legislation introduced into the Parliament of Trinidad and Tobago and seek, where necessary, amendments to the legislation. He had an impressive track record of having amendments prepared by him accepted by the Government and played an important role in the new environmental legislation entitled the Environmental Management Act. |
